ubuntu provides both newer kernels as well as video drivers via its hardware 
enablement stack (HWE) vor LTS releases:

  https://wiki.ubuntu.com/Kernel/LTSEnablementStack

so basically running

  sudo apt-get install --install-recommends linux-generic-hwe-18.04

should upgrade your kernel to 5.3.0.
