I agree with Thorsten, the timeline lock should be a third mode along 
with splice mode.

In time-lock mode, the middle-mouse-button would override the time 
lock.  Is it possible for the middle mouse button to override splice 
mode as well?  I don't think it is because of the way splice mode forces 
the entire track to be "spliced", not just the most recently moved 
region.  But worth some thought I think.
