Depends, really.

jack2 maintainers increase the version number (in configure) right after
a release.

Just after the 1.9.9 release the repository is changed to report 1.9.10.
All git versions until 1.9.11 will be 1.9.10.

Some distros do package git-snaphots of 1.9.10, which can be anything.
Since there's no way to tell I asked for 1.9.11 (which has this fix for
sure).

The issue was fixed Nov/2013 early in the 1.9.10 development cycle.
It may or may not in 1.9.10-3.fc23
