for the sake of solving the mystery, i have a theory: i have a paypal 
account, and when i tried to sign up for a monthly subscription it tried 
to force me to pay by bank transfer rather that from my (large) paypal 
balance. i looked into and was informed that as my balance in in euros 
and not USD i could not use it for a monthly subscripion in USD.

the solution for me is easy - i can convert a portion of my euro balance 
to USD first within my paypal account, and then use that balance to pay 
the subscription. but i suspect that also means that it won't let anyone 
whose default credit/debit card currency is not USD pay with that card 
without having an account and doing the internal conversion (from which 
paypal profits of course) as i have to do.

could the solution be for there to be multiple currencies set up within 
ardour's paypal account so it can accept different currencies? i know in 
my paypal account i have euro, USD and GBP balances (just the USD one is 
empty currently). might be simpler than setting up a whole new payment 
structure.
