A non-PAE-kernel will address and see only 3GB of ram.

With 32bit hardware (which PCI-hardware is) there is still the problem of 
memory-mapping. If the motherboard or the kernel-driver get this wrong, you 
are in trouble.

To see if the problem is related to the memory addressing, start your system 
with "mem=3G" as boot parameter. If the crackling is gone, you have your 
problem...
