videotimeline will land in 3.1

the workflow issues i am referring to are really specifically related
to MIDI. i'm not asking for another set of "wishlist" ideas. to ask it
more fully:

   "given the set of features and *apparent* functional goals in
current ardour3, what are the impediments to using those features,
    particularly with respect to MIDI and specifically with respect to
stuff not in ardour2"
