no, this is, AFAIK, fairly typical behaviour for quite a few dialogs.
Apply means "do it now but let me do some more right after" and OK means
"i'm done, do it now".

it lets you import/embed some files, then keep going, without having to
hit Alt-I or find the menu item again.
