Really? But the 0.3.0 ebuild has ~amd64 written in it.
i.e. it's available for amd64, it's just not considered "stable" yet.
See for yourself in
/usr/portage/media-plugins/caps-plugins/caps-plugins-0.3.0.ebuild
Have you read up on working with masked packages and keywords yet?
It's all explained somewhere or other on gentoo.org...
