If you button3-click next to the ruler-labels you get a context menu that
allows you to determine which rulers are visible.

The most recent version in CVS (and maybe the latest tarball as well)
allows you to use ranges to define an TOC file for CD burning. Not sure
how that works, but it is there.
You are right that other uses are a bit undefined. Especially the
interaction with range mode.
There is no easy way to allign a edit-range to and named range anf the
export-range option works on the edit-range.
(the yellowish area in range-mode)
We need an "export named ranges to audio-files" option I think
