You have to install openssl

In general you cannot just install an isolated downloaded rpm, in many
cases you will be missing dependencies (and you should not ignore them,
they are there for a reason). In this particular case the package is one
of the Planet CCRMA[*] packages. Planet CCRMA uses apt to manage
dependencies such as this...
