[ardour-dev] changed soundtouch dependencies in SConstruct

Hi,

i recently updated to the current trunk and realized, that it is not
possible anymore to compile ardour  on my openSuSE 10.2 distro, cause
somebody changed the libraries('soundtouch') check in SConstruct.
Scons now tries to find 'libSoundTouch' like in the commented line
beloww, used for Debian distros.

After replacing this by the old behavior like in the
branches/2.0-ongoing version, everything works fine.

Can somebody check and commit this?
