I have been thinking along similar lines, but inspired by
commandlines in CAD applications like Rhino. It has all the common
GUI elements including menus, but also a peristent text entry field
for commands.

The important questions are:
- How / Where to display such an entry? Permanently or as popup?
- How to make it appear if necessary or how to move input focus
to it.

I would expect implementation to be quite expensive in any case
and there are likely more pressing and/or rewarding matters.
