[ardour-dev] Copy meter and tempo markers patch

I was making a song with high density of meter changes, every bar changing
between 4/4 and 6/4. I found using the "new meter dialog" to enter numbers  
too time consuming, so I have come up with this patch to enable copying of  
meter and tempo markers by dragging them while holding down the control  
key.
