[ardour-dev] new scons tarball for testing

Compared to the old build environment I had to install the following packages
(on a Fedora Core 3 system):

automake
autoconf
libtool
(and scons obviously)

Otherwise smooth as silk.


Version note: not only the build system has changed in this scons-tarball (the
code includes my MTC patches, for example :-).
