Aaaarrrgghh ! How is one supposed to edit / maintain this ?
The file doesn't even contain the plugin's name...

It's probably just me, but

- why should a file that is supposed to be useful without network
  access contain web addresses ?

- what's wrong with

  so-name  plugin-name  preset-name  value value value ...  ?
