[ardour-dev] layering patch

this small patch kills the "move a little bit" layering bug in the
"later regions are higher" mode.
previously, moving a region without causing it's layer to change would
result in the region remaining on top after mouse button release (which
is usually wrong for this layering model).
this comes with a small efficiency loss for the "most recently moved is
higher" mode.
probably it doesn't matter.
