I am not exactly sure what you want to achieve, but do you maybe refer
to region grouping¹?

If you want to "move everything that inside the loop range²", I don't
think there is such a functionality build in a ready-to-use fashion. In
that case, you'd need a bunch of regions that you can select and move
around separately along with the loop range.
