Pretty much.  What Ardour is doing iirc is using the template to create a
session in the version the template represents, so your template is
essentially a template for an ardour4 session, so when Ardour creates the
session from that template, it then reads the session file created from the
template (As if opening the session) sees it is an old session and then
makes a backup copy of the file just in case.  It doesn't know that you
have never opened the session before.

There is an argument for converting template in mass to new versions as
they happen I suppose though.
