You are confusing tracks and regions. The track holds regions and all of
your edits (aka playlist). It's like a virtual piece of recording tape. If
you select the track, you can remove time from the selected track and
everything in the track will move down automatically. Likewise, you can
select everything in the track and move it all down manually (easier
solution).

That's a perfectly fine option. I always leave at least one measure of
empty space at the start of a track anyway/
