No, not yet, unless the plugin does that.

The limiting factor in this case is the preset-bar, bypass button etc, those not only impose a minimum width, but also assume that using those makes sense for the plugin at hand.

In case of meter.lv2 I chose to make them "externalUI" by default mainly to work around this: Neither bypass nor presets make sense, and the window geometry constraint makes them less useful since it wastes lots of screen estate.

Other plugins can grow to fill the space, but that's also up to the plugin. Many custom plugin UIs are still fixed pixel size, but that's changing with HiDPI screens becoming more commonplace.

Current Ardour 4.4 nightly comes with libsuil-svn which centers a X11 plugin GUI inside the container window. Eventually there may be an option in Ardour to hide the ardour-provided controls and thereby remove the width limitation.
