That is odd.
This is the JACK which ships with Fedora 21 (and I think it was the same
in Fedora 20):

$ rpm -q jack-audio-connection-kit
jack-audio-connection-kit-1.9.10-1.fc21.x86_64

$ rpm -ql jack-audio-connection-kit-devel | grep metadata
/usr/include/jack/metadata.h
/usr/share/doc/jack-audio-connection-kit-devel/html/metadata_8h.html
/usr/share/doc/jack-audio-connection-kit-devel/html/metadata_8h_source.html

$ ls /usr/include/jack
control.h    jslist.h    net.h         statistics.h  transport.h  weakjack.h
intclient.h  metadata.h  ringbuffer.h  systemdeps.h  types.h
weakmacros.h
jack.h       midiport.h  session.h     thread.h      uuid.h

Why the difference between Fedora and Ubuntu even though they report the
same package version?
