I agree it's messy but it does actually work for subscription
services. For instance, as a mistake I subscribed to a web site
service twice because the first subscription sign up didn't seem to
work. I payed twice for a month until I saw the problem and got the
web site to correct it. Point was PayPal didn't notice or say
anything.

I do NOT suggest this is a good thing to do. Much better if the sign
up process allowed Fibonacci payment levels:

$1,$2,$3,$5,$8,$13,$21,$34,$55,$89
