[Ardour-Users] question about speed/time shift

Sorry,
I use ardour 2.8.1 on linux

and I can't see TimeFX

in which window, menu, tool icon?  
( maybe I should open my eyes ;-) ,
 but  I need some more details.

is it a plugin?

I have swh-plugins 0.4.15 installed, can't find it there.
