Well, it turns out that reordering tracks/busses in the editor window 
alters the order in the mixer window and visa versa.  Not only does 
it alter the order, but it does so in ways that seem unrelated to the 
action taken in the active window.

I spent quite a bit of time reordering things, and dealing with side 
effects in the other window, in order to get all of my drum tracks on 
the same scene in my BCF2000, and in some sane order on the BCF2000.
It took 15-20 minutes, but it was worth it when mixing.

I'm still on 2.3.1, for what it's worth.
