This is now 0002509 in mantis.  FWIW, when I did the region
paste it was on a group of regions in an edit group. The top
(in the editor window) and first selected region of 8 had 8
crossfades. The bottom and last selected of the 8 regions had 1
crossfade. Very interesting clue.
