You asked for it, you got it.
branches/2.0-ongoing (SVN) now contains a setting under
View->Sync Editor and Mixer Track Order
that does just what you want. Its false by default. Chris Goddard
reported some issues with existing sessions; I haven't noticed them
(yet) and it works fine in new ones.
The same commit exposed the very uber-secret option
"timecode-source-is-synced" in the preferences window (Sync tab) to
allow the real pros to get their stuff done. This option has been around
for a long time, and should be turned off if slaving to a timecode
source that is NOT sample-clock synced to the audio interface being used
by JACK. 99% of you will never, ever need to use this ;)
