i've done some work on this in the trunk branch. it will not be part of
the 2.X release series since it fundamentally alters the definition of
"a region".

regions have gain envelopes that belong to them. for other kinds of
automation data, you will have to wait for at least 3.X, where
automation will be handled in the way you (and most others) want.
