Yes, and which is a problem completely different from being unable to
create the FIFO's as normal user. The realtime lsm allows normal user's
processes to get SCHED_FIFO scheduling and to call mlock ()/mlockall ().

There's still the possibility of the OP having misunderstood the error
message though.
