You can route a JACK source (for example an Ardour mono track/bus with 1 
output) to n JACK receiving channels (for example an Ardour master bus 
with 2 inputs like the one you get with a default session -- see "New 
session -> Configuration").

Or: You can use a LADSPA mono2stereo plugin, that'll give you 2 outputs 
for a mono track/bus. See the panners (and peak meters) for the 
difference.
