Yes.  

For wget, use:

wget
'http://www.garageband.com/mp3/Matthew_Sewell__The_Solo_Years_-Feelin_Fine__Keesha_Strong_.mp3?|pe1|S8LTM0LdsaSkZVCxY2s'

Be SURE to single quote it or it will just download an error page
because the mp3 is generated 'on the fly' by taking the encrypted
location arguments after the '?' and sticking an mp3 header on it.
