Use the lists "Tracks" (Editor) and "Strips" (Mixer). Their default size 
is too small to get it at first glance. There are tiny handles at the 
bottom of these lists. Mouse-drag the handles in order to see all your 
tracks. Then you drag/drop like ron says.
