works here, and such behaviour would not be not related to my changes in 9939.

there are several more issues with PC/BC handling than the (otherwise
excellent) list in that bug report.

this is a matter of some debate among MIDI users and developers. there
are varying habits about whether the first MIDI program/note/bank is
called "zero" or "one", although there is no doubt that it is
indicated by the 7 bit value zero.
