I think the best answer would be to offer to 'convert' the region as dragged
onto different tracks.  So drag a mono region onto a stereo track causes a
popup that would ask if you want to do this and show the proposed solution,
or routing for the proposed solution.  The reverse would also hold true,
dragging a stereo channel onto a mono track would offer to mixdown the
selection.

I don't necessarily have a problem whith the implementation commited myself,
provided that we are only dealing with even multiples.  Mono sources onto
just about anything, stereo onto 4, 6, 8 channel tracks, etc.  Things that
it is easy to possibly guess how to handle.
