I would really love this feature, especially if this global positional
lock could be ignored on the fly by using a modifier key, for cases where
one really _wants_ to move a region around.

Maybe this would also cancel the need for a per region positional lock? I
think it should be taken care that the (context) menus don't get too
crowded.
