[ardour-dev] SConstruct patch

[Taybin Rutkin]

This is a cleanup of the build system options, replacing BUILD_VECLIB_OPTIMIZATIONS and BUILD_SSE_OPTIMIZATIONS with FPU_OPTIMIZATION and replacing ALTIVEC, NOARCH, and BUILD_SSE_EVERYWHERE with DIST_TARGET.

Requesting comments from packagers and anyone else.
