you are referring to the CVS tarball, correct?

for now you can either:

	a) use the SIGCCVSBUILD=1 option for scons, or ...
	b) use the release tarball

unfortunately, it doesn't work automatically. i changed things so that
people using the release tarball would not have to have auto* installed
and working correctly. this necessitated adding a special case for
libsigc++ that forces the use of this option when building from CVS.
i may be able to come up with a way to detect the CVS case
automagically, not sure yet.
