You can toggle it on and off and make it visible/hidden in the context menu or 
in the region pop-up editor.
Then in gain-mode you can edit it, just like an automation line.
It is what the name says it is. A region gain envelope. 
So if you have a region where you want a specific dip in the gain at a certain 
point, you can make that. And then it will always be there when you copy and 
move the region.
