[ardour-dev] ruler patch

[nick mainsbridge]

currently there are some odd visual artefacts visible on the bbt ruler
at high zooms (tick marks with odd numbers appear). this patch should
fix that, as well as some rounding errors in tick placement.
a few comments were also added.
