 * added adjustable peak meter falloff

 * falloff and peak hold parameters adjustable
   globally in the Option Window's Display tab.  
   for comparison purposes the previous meters had no 
   falloff and corresponds to the Off choice.  
   Medium is the new default.

 * libardour: 0.857.0   gtk/ardour: 0.558.0
