 sorry about the lack of summary.. the ruler patch fixes a display bug,
shows more bits at low zooms, shows hours and minutes always in the
minsec ruler, adds comments, and hopefully runs a bit faster. the
session time patch uses a new function (nondrop_to_drop) to convert to
drop frames instead of the old (almost identical) code.
